The landfill is designed, implemented and operated as per special requirements compatible with the characteristics of hazardous materials that are safely disposed of in each cell. As an integral part of hazardous waste landfill system shall be the double lining system insulating the landfill bottom, a system for collecting and treating the gaseous emissions, a system for collecting and treating the leachate, a system for collecting rainwater, a system for receiving hazardous waste upon its arrival to classify it and determine the place and method of burial, a system for monitoring and controlling leakage, a system for the safe closure of the landfill cells, and a post-closure management system. Article (29): The fees referred to in article (34) of the law shall be collected after fulfilling the following procedures, criteria and controls: First: procedures of collecting the fees, and the bases for specifying the entities obliged to pay same: They shall take place as per annex-14 attached to these regulations. Second: criteria and controls: The proceeds of the fee prescribed by article (34) of the law shall be deposited in the cleanliness fund in each governorate or agency of the new urban communities agencies, to spend therefrom on the integrated management system. Disbursement shall take place according to the actual need of the integrated management units, in such a manner as to enable them to carry out the integrated management process optimally. The Authority shall assess, from the technical point of view, the extent of the actual need referred to, in coordination with the competent entity, by means of technical reports issued by the Authority on a monthly basis regarding the work of the integrated waste management units. / Article 2: An ultimate clause shall be added to the text of article (25) of the executive regulations of the Law Regulating the Management of Waste, referred to, reading as follows: Article (25/ ultimate clause): It is permissible, under the approval of the Waste Management Regulatory Authority and based on the request of the competent administrative entity, for necessity reasons or according to the circumstances of the area, to decrease the distances prescribed by this article after taking the opinion of the Environmental Affairs Agency, Ministry of Health and Population, Ministry of Agriculture and Land Reclamation, Ministry of Housing, Utilities and Urban Communities, Ministry of Water Resources and Irrigation, Ministry of Labour, as the case may be. Decreasing the distance shall not prejudice safety conditions, environmental safety and public health.
